Wagombea wa CUF waahidi neema Mji Mkongwe

VIJANA wa Mji Mkongwe Zanzibar wameahidiwa kupatiwa jumla ya shilingi millioni 81 za kununuliwa boti na mashine zake kwa matawi tisa ya mji huo na wagombea wa ubunge na uwakilishi muda mfupi baada ya kuapishwa endapo wataibuka washindi wa jimbo hilo.

Fedha hizo zimeelezwa kukabidhiwa kwa wananchi hao katika mkutano wa hadhara utakaofanyika siku chache baada ya kutangazwa washindi wa jimbo, Ibrahim Mohammed Sanya (Mbunge) na Ismail Jussa (Mwakilishi).

Akizungumza na wafuasi wa Chama Cha Wananchi (CUF) na wakaazi wa Mji Mkongwe, Sanya alisema fedha hizo ni ahadi kwake na ahadi kwa Mwenyezi Mungu ambapo alisema siku chache baada ya kuapishwa ataziwasilisha kwa vikundi hivyo ambavyo vitakuwa chini ya usimamizi wa kamati za maendeleo ambazo zitashirikisha vyama vyote vya siasa.

Akichambua matumizi ya fedha hizo alisema katika matawi hayo tisa kila tawi litanunuliwa boti na mashine za kuvulia samaki ili vijana waweze kujiajiri kwa kuuza samaki wengi.

“Ninaahidi kuwa mkisikia nimeshaapishwa tu kule Dodoma na Mheshimiwa Jussa ameapishwa Baraza la Wawakilishi basi tutaitisha mkutano mkubwa kuwakabidhi millioni 81 kwa matawi tisa na hili kama hatujalitekeleza basi…nawaruhusu mje kunitoa kwangu kwa mikwaju…” alisema na kuacha kicheko na vigeregere.

Akina mama kwa upande wao waliahidiwa kuendelezewa utaratibu wa kulipiwa fedha wanapotaka kujifungua sambamba na kutunziwa watoto wao kwa muda wa miezi sita tokea kuzaliwa kwa watoto hao kwa wakaazi wote wa Mji Mkongwe ambao hawana uwezo.

Mgombea huyo alisema sera ya CUF ni kuwasogezea wananchi wake huduma muhimu za maendeleo hivyo aliwataka wanawake kukiunga mkono chama hicho ili waweze kufunguliwa kituo cha huduma za akina mama waja wazito (Clinic) katika Mji Mkongwe ambao ni urithi wa kimataifa.

Sanya alisema wanawake wengi wanajazana Hospitali Kuu ya Mnazi Mmoja ambayo wananchi kutoka sehemu mbali mbali mjini na vijijini wanaitegemea hospitali hiyo lakini chini ya uongozi wa serikali ya umoja wa kitaifa itakayoongozwa na CUF itahakikisha inawasogezea huduma hiyo katika eneo lao la karibu badala ya kwenda Mnazi Mmoja.

“Hizi ahadi zetu ni za kweli, nasema kuanzia nitakapoapishwa tu iwe ni mwiko kwa akina mama kujifungua bila ya kupata zana za kujifungulia na mambo muhimu ya huduma yote tunataka tuwahakikishieni kuwa yatapatikana chini ya uongozi wetu…tupeni kura zenu ili tuwatumikieni” alisema Sanya ambaye anatetea nafasi yake ya ubunge katika jimbo hilo .

Akizungumza kwa hisia za kuwavuta vijana wengi, mgombea Uwakilishi wa Jimbo hilo, Jussa aliahidi kupambana na madawa ya kulevya na kuwaomba wazazi wa jimbo hilo kutowadharau vijana wao waliojiingiza kwenye utumiaji wa madawa kwani wengi wao hawakuingia kwa hiari bali ni kunatokana na kukosa ajira na kukata tamaa za maisha.

Alisema vijana wengi wamemaliza masomo yao lakini kutokana na umasikini wa wazazi wao wameshindwa kuwaendeleza jambo ambalo limechangia vijana hao kujiingiza katika matumizi ya madawa ya kulevya.

“Vijana wamekuwa adha kwa familia, adha kwa jamii na adha kwa yeye mwenyewe, na baadhi yao wameingia sio kwa kupenda lakini kutokana na maisha kuwa magumu na kukata tamaa. Lakini tunakuahidini vijana tutawapa kila support waondokane na madawa haya” aliahidi Jussa na kuongeza kwamba iwapo hadi hizo hazikutekelezwa kwa muda mfupi basi wananchi wasiwachague tena katika chaguzi nyengine zitakazofuata.

Aidha alisema sekta nyengine muhimu ya kuangaliwa ni elimu ambapo asilimia kubwa ya vijana wa Mji Mkongwe hushindwa kuendelea na masomo ambapo aliahidi kuzindua Mfuko wa Amana kwa ajili ya Maendeleo ya Elimu katika Jimbo la Mji Mongwe (Stone Town Education Trust Fund) wa kuwaendeleza vijana wasiokuwa na uwezo.

Alisema kazi za Mfuko huo zitakuwa ni kuhakikisha hakuna kijana atakayekosa elimu kutokana na umasikini wa wazazi wake na vijana ambao wameshindwa kujiendeleza kielimu watapatiwa mafunzo ya kazi za ufundi ambapo aliahidi kufungua kituo maalum cha mafunzo ya kazi za amali.

“Tutafungua kituo maalum cha kazi za amali na tutawapa mafunzo na wakihitimu tu mafunzo yao kila mwanafunzi atakabidhiwa kisanduku cha zana zake (tool kit) za kufanyia kazi na watu wanaotaka kufanyiwa kazi watakuja pale kuwafuata.

Akiwageukia akina mama, Jussa alisema watawezeshwa ili waweze kufanya biashara ndogo ndogo zitakazowasaidia kuondokana na utegemezi kwa waume zao.

“Akina mama muweze kuuza biashara zitakazowanufaisha na msiishie kuuza ubuyu na chips za mihogo tu ingwa tunajua bidhaa hizo zinauzwa na zinatafutwa hadi Ulaya lakini mjishughulise na bishara nyengine za ufundi zikiwemo biashara za kutengeneza bidhaa za kazi za mikono” alisisitiza Jussa huku akipigiwa vigeregere.

Mgombea Uwakilishi huyo alisema Mji Mkongwe licha ya kuwa ni urithi wa kimataifa lakini umekosa haiba yake kutokana na bidhaa zinazouzwa katika mji huo kuwa haziendeni na asili yake kutokana na kuzagaa kwa vinyago katika maeneo yote ya mji huo.

Alisema asili ya mji mkongwe ni bidhaa za asili zinazotengenezwa kwa mikono lakini hivi sasa kumejaa vinyago jambo ambalo linapoteza sura na haiba ya Mji Mkongwe ambao ni maarufu duniani kote.

The Civic United Front (CUF) presidential hopeful Prof Ibrahim Lipumba will strengthen markets for agricultural produce and train more experts as a way to improve agriculture in the country, if he will be elected to form a new government.

Prof Lipumba said that the agricultural sector under the Chama Cha Mapinduzi (CCM) regime has stalled because the government has failed to tackle major challenges that face the sector, which is depended by the majority of wananchi.

He mentioned other challenges that hinder agricultural sector apart from lack of market and experts as lack of modern farming technology, farming equipment and poor infrastructure.

“We will make sure that farmers are imparted with modern skills by experts who will be supervising the activities throughout the country.

He said although farmers in some parts of the country produce a lot of crops, they have been hindered by lack of local market.

He said that if he will be elected into the country’s top office, he would make sure that enough funds will be set to purchase agricultural products.

Mr Lipumba made the promise on Friday evening at Maramba in Mkinga District during his second day of campaigns in Tanga Region.

He accused the current government for changing names of development projects, describing them as’ putting an old wine in a new bottle’.

“We had the Iringa Declaration and then agriculture was declared the countries backbone something that did not bear any fruit before Kilimo Kwanza  was introduced…you should elect CUF if you want to benefit from your work,” Prof Lipumba said.

Prof Lipumba who was campaigning for Mkinga constituency Member of Parliament candidate Mr Kassim Mbega and twelve councillor seat candidates promised wananchi that if elected they will ensure that construction of the district headquarters will be completed within a short period of time.  

Currently, the district headquarters is located in Tanga District.

The Civic United Front (CUF) presidential candidate in Zanzibar, Mr Seif Shariff Hamad, has promised to liberalise the clove market if he is elected.

Speaking to thousands of people at Tibirinzi grounds in Chakechake, Pemba, Mr Hamad said the first decree that he woule sign after being sworn in would be to allow each farmer to sale his cloves where he likes.

He said he would review the functions of the Zanzibar State Trading Corporation (ZSTC) and establish a one-stop centre that would end bureaucracy in the clove trade.

Mr Hamad said according to research Zanzibar loses a lot of investors just because of the bureaucracy. He said it takes up to six months for an investor to have all documents signed and granted licences for doing business. He said this is different from other developing countries which have simplified processes to register new investors.

“One stop centre will enable investors to complete all processes within short time and setting their investment for Zanzibar development. Investors currently are delayed because there are many institutions dealing with licensing and registering them,” he said.

Mr Hamad, who was addressing a first campaign in his native Pemba island believed to the CUF stronghold, said he was also going to capitalise on the recent political reconciliation to turn Zanzibar economy.

He told the rally that even investors have been pleased with recent developments in the country and they have shown their readiness to invest as there will be no more political turmoil in the Isles.

He said his government would also focus on reducing government expenditure, an option which will ultimately see the government saving a lot of money.

Specifically, he said, he will put more controls on procurement and tendering process, where most of the government officials have been benefiting.

“I’m irked by how we lose a lot of money in two areas of tendering and procurement. I warn those who have been benefiting from these two areas to find other occupations as I will not tolerate them in my government,” Mr Hamad said.

He also insisted on improving the Zanzibar port by making sure it becomes a free port which would attract more shipping lines. He said there are surveys going on to see if Mkumbuu natural harbour can be developed.

“Establishing a free port will not be a new thing as ten years ago Zanzibar was a free port and we were collecting then Sh7 billion every month compared to now where the collection has gone down to Sh800 million a month,” Mr Hamad noted.

Mr Hamad pledged to easy transport between Pemba and Unguja islands through fast ferries as there were many people who wanted to invest in the area.

He said if the small port will be established in Mkokotoni in Unguja and Mkoani in Pemba it will enable farmers to sell their products.

“Now people have no reliable markets due to lack of reliable transport between the islands,” he said.

The new government under CUIF would also establish a system that would enable common wananchi to directly post their queries to the government which will be answered promptly.

He said such system would create an opportunity for people to put make the government which they have put in power responsible and accountable to them.

Before the political rally, Mr Hamad received a red carpet welcome by thousands of people who turned at the Karume Airport in Pemba and conducted a peaceful demonstration to Tibirinzi grounds.

Seif: Why only I should lead Zanzibar

The Civic United Front (CUF) yesterday launched their presidential campaigns with the contender saying that if elected, he would ensure he takes advantage of the recent CUF-CCM compromise to facilitate faster progress for Zanzibar.

“Do elect me your president and when you do, I will proceed to capitalise on CCM-CUF compromise spearheaded by President Karume and I to expedite development,” said the CUF presidential candidate for Zanzibar presidency, Mr Seif Sharif Hamad.

The reconciliation became possible following a surprise invitation to Zanzibar State House in November last year, of the CUF secretary general, Mr Hamad, by President Amani Abeid Karume

The campaigns launch at Demokrasia grounds was preceded by a demonstration from the town centre, led by Mr Hamad, who, upon reaching the rally venue, released three doves to signify peace.

The candidate told thousands of chanting supporters that the recent political developments in Zanzibar should be used to ushers in a new dawn for the Isles.

“It is now time to unite after years of disunity; if we join efforts, I am confident we’ll prosper and be an example to other African country,” Mr Hamad said.

He said what Zanzibar needed was a president who would adhere to the agreement reached by  Mr Karume and him.

Mr Hamad, who spoke for about two hours, pledged to boost the economy.

He said within 100 days of his presidency, he would make sure that land problems are solved, and a new system would be put in place to end land grabbing.

He said his government would see to it that investors sign agreements with landowners, a process that would enable  wananchi become partners to economic ventures in the Isles.

“We shall evaluate the type and cost of investment to establish what percentage a landlord should be entitled,” Mr Hamad said.

On education, he said his government would ensure it is improved and computer studies are introduced from primary school level.

He said more teachers would be recruited to reduce the teacher-student ratio.

“We have a good example of Rwanda, which has managed to supply laptops to all the pupils. All these issues can be accomplished by involving international agencies,” he said.

Explaining on how to attain quality education, he his government would make sure that number of students per class is limited to 35.

He conceded that President Karume has done a lot in improving the education sector. “I will continue from where he reached,” he promised.

The CUF candidate also promised to review salaries and benefits of civil servants, so that pay reflects the cost of living.

Speaking earlier, CUF deputy national chairman, Mr Machamo Hamis Ali, hailed the move by Mr Hamad and Presisdent Karume, to meet and agree to forgo their differences for the interest of Zanzibaris.

“We have every reason to hail both leaders, Maalim Seif and President Karume, for their commitment to bring about a news dawn for Zanzibar… it is now evident that power sharing is the ideal solution for ending Zanzibar problems,” he said.

CHAMA cha Wananchi (CUF) kupitia ilani yake ya uchaguzi inayoitwa ‘Rais Makini, Serikali makini,Uchumi imara na Mabadiliko sahihi’ kinasema kukua kwa uchumi wa kisasa na wenye uwezo wa kuboresha maisha ya wananchi kunategemea kuwepo kwa wafanyakazi wenye ujuzi na maarifa.Ilani inaongeza kusema kuwa Watanzania  hawataweza kushindana kiuchumi na kibiashara katika ulimwengu wa sasa kama hatua za makusudi hazitochukuliwa  kuhakikisha kuwa wananchi   wengi  wanapata fursa za elimu.

Ni kwa sababu hii chama hicho kinaahidi kutenga asilimia 25 ya bajeti ya kila mwaka katika kuendeleza sekta ya elimu.Ufuatao ni muhtasari wa ahadi muhimu zilizomo katika ilani hiyo iliyozinduliwa hivi karibuni.

Elimu ya msingi na chekechea

CUF inaahidi kuhamasisha ujenzi wa shule binafsi na kufuta kodi katika vifaa vya elimu, kufanyia marekebisho ya mitalaa, kuhimiza matumizi ya kompyuta shuleni, kutoa lishe kwa wanafunzi, kutoa elimu bure na kupiga marufuku michango ya aina zote, kuboresha huduma  za ukaguzi na kuongeza mishahara na ujenzi wa  makazi bora ya walimu.

Elimu ya sekondari

Ilani inasema ongezeko la bajeti ya elimu kwa jumla litakipa chama uwezo wa kufanya marekebisho yanayohitajika. Serikali  itachukua hatua zifuatazo ili kuyafikia malengo yake kwa kutoa elimu ya sekondari bure. Malengo haya ni pamoja na  kuhamasisha ujenzi wa shule binafsi, marekebisho ya mitaala, kuboresha  huduma za ukaguzi na kuongeza maslahi ya walimu na makazi bora.

Elimu ya juu

Pamoja na kwamba Serikali ya CUF imedhamiria kutumia si chini ya asilimia 25 ya bajeti kuboresha elimu nchini, Serikali pia itachukua hatua zifuatazo kuhakikisha kuwa malengo haya yanatimizwa;
Kugharamia mahitaji ya wanafunzi wa elimu ya juu, kutoa posho za kujikimu vyuoni na wakati wa mafunzo kwa vitendo zinazokidhi mahitaji,kukuza matumizi ya intaneti katika vyuo vikuu, kila chuo kikuu cha umma kuwa na makazi thabiti ya wanafunzi.

Hatua nyingine ni wahadhiri kupewa nyumba na mshahara unaokidhi hali halisi, uboreshaji wa mitaala, kuongeza nafasi zaidi za masomo ya Sayansi na Teknolojia, kuimarisha huduma za kitafiti, ujenzi wa miundombinu katika vyuo vikuu vyote, maktaba zenye uwezo mkubwa.

Elimu maalum kwa walemavu

Kwa kutambua umuhimu mkubwa wa kuwaendeleza watoto wenye ulemavu na kuwapunguzia wazazi mzigo wa ziada katika kuwahudumia, serikali ya CUF itachukua hatua zifuatazo:

 Itazindua sera mpya ya elimu ambayo itakuwa imeyajumuisha kwa ukamilifu mahitaji maalum ya wanafunzi wenye ulemavu na kufanya marekebisho mbalimbali ya kiufundi kwenye taasisi mbalimbali za elimu ili kuondoa vikwazo mbalimbali vinavyowakwaza wanafunzi wenye ulemavu wanaosoma katika taasisi hizo.

Nyingine ni kujumuishwa kwa mahitaji maalum ya kielimu kwa watoto wenye ulemavu  katika mitaala ya vyuo vya ualimu ili kuongeza idadi ya walimu wenye uwezo wa kutoa elimu kwa watoto wenye ulemavu na kugharamia kwa asilimia mia moja gharama zote zinazohusiana na masomo ya wanafunzi wenye ulemavu katika ngazi zote za elimu.

Elimu ya watu wazima

 Serikali ya CUF itahuisha upya madarasa ya elimu ya watu wazima. Serikali itaandaa utaratibu utakaowezesha kila shule ya msingi iliyoko nchini kuendesha madarasa ya elimu ya watu wazima kila siku jioni kuanzia Jumatatu hadi Ijumaa. Kwa hali hii fedha za bajeti ya elimu ya watu wazima zitatumika ipasavyo na hivyo kuwanufaisha walengwa.

Serikali ya CUF itafuta ada zote zinazotozwa na maktaba za serikali hivi sasa na kuhakikisha kuwa huduma katika maktaba hizi zinaboreshwa kwa kiwango cha juu ili kukidhi haja ya wananchi kujiendeleza kielimu. Maktaba zitaunganishwa na mtandao wa intaneti.

Elimu ya Ufundi

Serikali ya CUF inataka kuona elimu ya ufundi inakuaa nyenzo muhimu ya maisha kwa vijanaa. Kutekeleza hili inakusudia kuongeza shule za ufundi  kila wilaya kwa kadri ambavyo uchumi wa nchi unavyokua na serikali itazisimamia ipasavyo.

Inaahidi kuwa kila  mtoto asiyejiunga shule ya sekondari lazima apate nafasi ya kusoma masomo ya ufundi ili ajijengee mazingira ya kupata ajira au kuwa na uwezo wa kujiajiri katika sekta binafsi.

Jambo jingine serikali itawapeleka walimu wengi zaidi katika mafunzo ya juu ya ufundi ili vyuo vya ufundi viwe na wataalam wa kutosha watakaokuwa wakiwafundisha wanafunzi kwa kuzingatia msisitizo wa mafunzo kwa vitendo kuliko nadharia.

KAMBI ya wabunge walioangushwa katika kura za maoni katika vyama vyao na kuamua kutimkia vyama vingine vya siasa na kuwania ubunge imezidi kuwa kubwa.

 Hivi karibuni  aliyekuwa mbunge wa Tarime (Chadema), Charles Mwera alijiunga na wanachama wengine waliotimka katika vyama vyao  baada ya  kuhamia Chama cha Wananchi (CUF) na kuweka bayana kwamba mizengwe na ufisadi ndani ya chama hicho  ndio  sababu ya yeye kutimkia CUF.

Anasema mizengwe na ufisadi huo ulitokea  wakati wa mchakato wa kuteua wagombea wa ubunge na udiwani watakaopeperusha bendera ya Chadema katika uchaguzi mkuu uliopangwa kufanyika Oktoba 31 mwaka  huu.

Mwera alikabidhiwa  kadi ya uanachama wa CUF na Naibu Katibu Mkuu wa chama hicho, Zanzibar ambaye pia ni mgombea mwenza, Juma Duni Haji, katika hafla iliyofanyika Makao Makuu ya Chama hicho Buguruni Agosti 15 mwaka huu.

“Nakukabidhi kadi hii, ili tushirikiane pamoja katika kutetea haki za wanyonge na kuleta mabadiliko ya kweli Tanzania na kwa kuwa kadi hii nimeisaini mimi basi saini yangu itabakia milele Tarime,” anasema Duni.

Akieleza kilichomkimbiza   Chadema, Mwera anaweka bayana kuwa, amehama chama hicho kutokana na mizengwe iliyoongozwa na Mwenyekiti wa chama hicho,  Freeman Mbowe.

Anasema Chadema kinajinadi kwa kupambana na ufisadi na kutetea haki, lakini ndani yake kina mizengwe na ufisadi mkubwa unaofanywa   na viongozi wa chama hicho  kuwaweka baadhi ya watu madarakani.

“Chadema kinajidai kupiga vita ufisadi lakini kimejaa mizengwe.  rushwa na hongo zilitumika kuhakikisha mimi  sirudi  kupeperusha bendera ya chama, kwa kweli sikuridhika hata kidogo,” anasema Mwera.

“Hata nilipokata rufaa, Mbowe alilazimisha rufaa iamuliwe kwa kutumia kura za wazi. Katiba ya Chadema inampa mwenyekiti nafasi ya kuteua wajumbe sita wa kamati kuu, hivi mtu anajua umemteua atapiga kura ya huru kupinga kura ya wazi,” anahoji Mwera.

Aliongeza, “Haiwezekani mtu anatuhumiwa kwa rushwa na kuhonga wanachama vitu mbalimbali ili achaguliwe, halafu anahukumiwa kwa kutumia kura ya wazi ndani ya kamati kuu. Hii ni mizwenge iliyotumika kuning’oa.”

Mwera aliangushwa katika kura za maoni za kugombea ubunge wa Tarime na Mwita Waitara, ambaye amepitishwa kupeperusha bendera ya chama hicho jimbo la Tarime.

“Mbowe alikuwa na mgombea wake na alisema kwamba hata kama Tarime itaenda kwa vyama vingine  lazima mtu wake apite. Kimsingi haki haikutendeka katika mchakato wa kutafuta wagombea Tarime,” anasema Mwera.

Anasema baadhi ya wajumbe wa Kamati Kuu akiwamo Profesa Mwesiga Baregu walipendekeza Mwera apewe bendera ya Chadema Tarime lakini  Mbowe  hakuwa tayari.

Mwera anasema wananchi wa Tarime  na wanachama wa  CUF wanatakiwa kutambua kuwa  jimbo hilo halitarudi CCM bali litaendelea kubakia katika kambi ya upinzani ili kuendeleza yale aliyoyaanzisha kabla na baada ya mbunge.

“Nitaipeperusha bendera ya CUF na kuhakikisha kwamba jimbo tunalichukua. Najua nimetoka kwa wapambanaji na nimeenda kwa wapambanaji wengine kuendeleza mapambano. Jimbo la Tarime tulilipata kwa mapambano na CUF,” anasema Mwera.

Anasema  ana uhakika wa kuibuka na ushindi kwa kuwa ni mwanasiasa anayejali matatizo ya wananchi jambo ambalo lilisababisha ashinde  katika uchaguzi mdogo uliofanyika baada ya kifo cha aliyekuwa mbunge wa jimbo hilo kwa tiketi ya Chadema, Chacha Zakayo Wangwe.

“Unajua chama ni njia tu lakini wanaomweka mgombea  madarakani si wanachama wa chama husika ni wananchi ambao bado wananihitaji ndio mana nikachagua njia ya kuja CUF,” anasema  Mwera.

Anasisitiza kuwa, ameamua pia kuhama Chadema kwa sababu inafanya makosa yanayofanywa na CCM kwa kuweka wagombea wasiokubalika na kuendeleza uchafu wa ufisadi.

“Mimi ni mtu wa dini, nina msimamo, hata humu ndani ya CUF  hata siku moja sitatumia fedha kutafuta madaraka,” anasema Mwera.

Mwera anasema anajivunia mabadiliko makubwa aliyoyaleta katika Halmashauri ya Wilaya ya Tarime, ikiwa ni pamoja na kufuta hati chafu, kupata sh7 bilioni kama ruzuku ya serikali kuu kwa ajili ya maendeleo na kufanikisha wazee kuweza kuwalipia ada ya shule watoto wao.

Mkurugenzi wa Mipango wa CUF, Shaweji Mketo anasema wamemfungulia Mwera milango ya kugombea ubunge wa Tarime kwa kuwa kanuni zao zinaruhusu.

“Huyo aliyeteuliwa na chama kugombea ubunge wa Tarime ndio alikuwa akipiga simu kila siku akitaka nafasi hiyo apewe Mwera na alikubali kabisa kuwa Meneja wake wa Kampeni wa Mwera,” anasema Mketo.

Akizungumzia kitendo cha Mwera kuhamia CUF, Mwenyekiti wa Chadema, Freeman Mbowe anasema Mwera alitaka huruma ya Wajumbe wa Kamati Kuu bila ya kuwa na sababu za msingi za kuishawishi, baada ya kuangushwa na wanachama katika kura ya maoni.

 “Sitaki malumbano yoyote na Mwera ambaye si mwana-Chadema tena. Hana njia yoyote ya kunilaumu nadhani  anafahamu mchakato wa kupata wagombea ndani ya chama, kama anakubalika na wananchi wa Tarime kwa nini hawakumchagua,” anahoji Mbowe.

Kuhusu tuhuma ya kuendesha kura ya wazi, Mbowe anasema ndani ya Kamati Kuu ya Chadema mtindo huo ni wa kawaida na hawana cha kuficha.

“Mwera alikataliwa na wanachama sio mimi, alikuwa Mwenyekiti wa Halmashauri na baadaye mbunge. Tunamtakia safari njema CUF,” anasema Mbowe.

The Civic United Front (CUF) will not disturb mine investors but will review their contracts to make sure that the towns where the minerals were mined reflected the riches they have.

The CUF’s presidential running mate, Mr Juma Duni Haji told a political rally in Geita that it was a shame to see a poor Geita District and its people while millions worth of minerals were exported daily from the area.

“I have been to mineral cities such as Johannesburg and San Francisco. There, everything is gold from street lights to buildings. We want Geita to also look gilded. This can be done if we will put in place clauses in the contracts that will force investors to make our mineral towns reflect the riches,” he said.

“This town was supposed to be very rich, when I came to this town for the first time I could not believe that its roads are full of dust, its people poor and ignorant due to lack of education and economic opportunities,” he said.

Mr Haji noted that mineral resources in the area had turned into an oppressive tool where the indigenous citizens were downgraded in favour of investors. He was referring to over 80 families displaced over four years ago from their homes by the investor – Geita Gold Mine (GGM) and were at the time living in a tented camp at Kalangalala Ward in Geita town.

Mr Haji toured the camp, listening to the victims of displacement who complained that they were forcefully evicted from their traditional plots despite the fact that they had won a High Court’s appeal, which allowed them to remain where they were. Mr Haji said, he saw no reason whatsoever for the government to disown the families even if they were criminals.

“I am sure that these people need not much money to settle in their new home. It pains to see the anguish they are going through while the investors are reaping a whooping sums of money from the area where the people were forcefully removed,” he said.

Mr Haji used the opportunity to campaign for CUF, telling them to vote for the party because they would not allow such acts to take place under their leadership.

“Today it is your fellow villager but you never know what the government is capable of doing if they will discover tomorrow that your village is also rich in mineral resources,” he warned.

In another development, CUF has promised to control importation and manufacture of illegal fishing nets to avoid unnecessary disturbances to anglers if elected in the October’s general election.

Mr Juma Duni Haji told a rally at Chikobe Village, Nyachiruruma Ward in Busanda Constituency on Saturday evening that by so doing their government would ensure a peaceful working environment under the party’s leadership.

“If there are things that disturb us (CUF), then the most is to see poor anglers being disturbed by fishermen using illegal fishing nets whereas the factories that manufacture these nets are known. “The government also knows where these nets come from, so we will control the source,” he said.

Mr Duni noted that the CUF’s government would also make sure that the lives of the families surrounding Lake Victoria reflected the riches in the lake and their children were given education opportunities to confidently face the world.

He inquired from the crowd gathering at the village’s market place over their level of education, and the crowd replied that they were standard seven leavers, and some of them did not even finish primary education.

“It is very astonishing because you are the mothers and fathers of today’s children, if you were not educated it is likely that you will not take your children to school either.

“But we have come with good news this time around as we intend to give education freely to your children at all levels of education,” he said.

In another development, Mr Haji also promised that his party’s government would ensure that the constituency had electricity and all the roads were upgraded to tarmac levels as well as improving other social services such as water and health.

Mr Haji said this in another campaign rally held at Nyarugusu Ward also in Busanda Constituency where the major economic activity is gold mining.

“If you will vote us into power we will turn Nyarugusu into a real gold town where the problems of electricity, water and poor roads will be history,” he said.

WAKATI vumbi la kampeni likiendelea kutimka, Chama  Cha Wananchi (CUF) kimelalamikia mwenendo wa kampeni wa Chama Cha Demokrasia na Maendeleo (CHADEMA) na Chama Cha Mapinduzi (CCM), malalamiko yanayohusisha kauli za vyama hivyo na matumizi ya fedha.

Mbali na malalamiko hayo, Mgombea Mwenza wa CUF, Juma Duni Haji, amedai kukutana na vituko alivyoviita vya Serikali ya Rais Jakaya Kikwete.

Kwa mujibu wa Duni Haji, vituko hivyo ni pamoja na kukuta shule yenye Mwalimu mmoja ambaye ndiye Mwalimu Mkuu na alipomuuliza kwa nini anajiita Mwalimu Mkuu, aliambulia kicheko kutoka kwa mwalimu huyo.

Akizungumza na Raia Mwema kwa simu kutoka mkoani Kagera, Msemaji wa Kampeni za CUF, Mbarara Maharagande, alishangazwa na ujasiri wa CCM kutumia mabilioni ya fedha kiasi cha kupindukia kwenye kampeni zake, wakati huduma za jamii zikizidi kuwa duni kwenye maeneo wanakojinadi.

“Athari kubwa ambayo inatukabili ni matumizi makubwa ya fedha kwa upande wa CCM, tupo njiani kuelekea Bukoba Vijijini ni dhahiri fedha nyingi zimetumika na hii ni njia mojawapo ya kukandamiza demokrasia,”

Alipoulizwa kwamba matumizi ya fedha hizo inawezekana ikawa kwa mujibu wa Sheria ya Gharama za Uchaguzi inayotaja kiwango hadi Sh bilioni 50, Maharagande alisema kwa vyovyote vile na hasa kwa kuzingatia mazingira ya Tanzania, demokrasia inaathirika.

“Wamesambaza mabango kila kona, fulana zitagawiwa karibu kwa kila Mtanzania…najiuliza inakuwaje mabilioni yamwagwe kiasi hicho wakati huduma za jamii kule wanakoenda kuomba kura zikiwa zimezorota. Dawa hospitalini hakuna hata karatasi za kuandika taarifa za wagonjwa lakini karatasi za kampeni zimesambazwa hadi vyooni,” alisema Maharagande na kuongeza kuwa wana matarajio makubwa kwamba Profesa Ibrahim Lipumba mgombea urais kwa tiketi ya CUF atashinda na kuunda serikali licha ya matumizi hayo makubwa ya fedha kwa upande wa CCM.

Katika hatua nyingine, Maharagande alikilalamikia CHADEMA akisema kimekuwa kikitumia lugha za kashfa dhidi ya wagombea wengine bila kujali ni wa CUF au chama kingine.

Alibainisha kuwa kitendo cha mgombea urais wa CHADEMA, Dk. Wilibrod Slaa kuzungumzia posho, mishahara na mafao ya wabunge kuwa ni makubwa na kutumia ajenda hiyo kwenye kampeni ni usaliti.

Alisema Dk. Slaa ni sehemu ya viongozi waliopitisha mafao hayo kwa kuwa alikuwa Naibu Kiongozi wa Upinzani pamoja na Mbunge wa CUF, Hamad Rashid Mohamed na kwamba Dk. Slaa mwenyewe alichukua mafao na mishahara hiyo ya wabunge anayodai ni mikubwa.

Mbali na kulalamikia hoja hiyo ambayo inaelekea kukikera CUF, Maharagande alisema CHADEMA pia imejihusisha na vitendo vya vurugu dhidi ya chama chake.

“CHADEMA walimshambulia mgombea wetu wa ubunge Tarime (Charles Mwera) na hivi karibuni wametoa lugha za kashfa kwa wagombea wa chama kingine….huu si ustaarabu, tunawashauri waache mwenendo huo,”

Alipoulizwa ni kwa nini ameanza kuwa na mwelekeo wa kutetea wagombea wa CCM ambao hivi karibuni ndio waliodaiwa kushambuliwa na viongozi wa CHADEMA, alisema CUF ina haki ya kutoa msimamo wake kuhusu masuala ya msingi yanayoweza kuathiri mwenendo wa nchi.
  
Malalamiko dhidi ya CHADEMA yamekwishatolewa na CCM, kupitia mwenyekiti wa kampeni za chama hicho, Abdulraham Kinana, akidai kusikitishwa na maelezo ya wakili mwandamizi nchini, Mabere Marando aliyesema Mgombea wa CCM, Jakaya Kikwete, Rostam Azizi na Edward Lowassa wanahusika kwenye wizi wa mabilioni ya fedha kutoka Akaunti ya Madeni ya Nje (EPA) Benki Kuu ya Tanzania.

Katika mazungumzo yake na Raia Mwema Jumanne wiki hii, Kinana alishauri CHADEMA watumie hoja kushawishi wapiga kura na si kuzusha kashfa, kuhangaika kuweka pingamizi au kukimbilia mikutano na waandishi wa habari, akisisitiza ni muhimu kukimbilia kujinadi kwa wapiga kura ili kueleweka na kuchaguliwa.
 
“Siku hizi za awali kwa mujibu wa kampeni zetu kuna kila dalili za ushindi mkubwa kwa sababu tunaeleza tulichofanikiwa kufanya na tutakachofanya tukiendelea kuchaguliwa, wananchi wanatuelewa vizuri,”

“Hali hiyo ni tofauti na wenzetu ambao wanaendeleza yale ya miaka 15 iliyopita ya kufanya kampeni za kuzua kashfa, waeleze watafanya nini,” alisema Kinana.

Katika hatua nyingine, Mgombea Mwenza wa CUF Juma Duni Haji alilieleza gazeti hili kwamba Watanzania waelewe kuwa hata wakiipa CCM miaka mingine 100 ya kutawala hawataweza kuwa na maisha bora.

“Kuna silaha mbili zinazotumiwa na CCM kushinda. Kwanza, masikini na mtu mjinga ndiye anayetawalika. Pili, tajiri hawezi kutawalika. Kwa hiyo wanatambua hizi silaa na wanahakikisha watu wanabaki kuwa masikini na wajinga ili waendelee kutawala.

“Tumefika kwenye shule moja tumekuta ina wanafunzi 900 lakini walimu wanne, kwenye shule nyingine mwalimu mmoja huyo huyo amejiita Mwalimu Mkuu, ukimuuliza kwa nini ajipe cheo hicho anacheka  tu,” alisema Duni.

Wakati huo huo, Mwenyekiti wa Kamati ya Kampeni za CHADEMA, Profesa Mwesiga Baregu, amemjibu Katibu Mkuu wa CCM, Yusuf Makamba na Kinana, akisema kwamba hakuna kiongozi wala mgombea wa chama chao aliyetoa matusi ama kufanya vurugu bali kinachotokea ni CCM kutapatapa.

Akizungumza na Raia Mwema kwa njia ya simu jana, Profesa Baregu amesema anashangazwa na kauli kwamba CHADEMA imetoa matusi na kufanya vurugu katika kampeni zake za hivi karibuni.

“Tangu tulipokuwa kwenye mkutano wa kuzindua kampeni, hakuna mzungumzaji aliyetoa matusi ama kufanya vurugu.  Wanashindwa (CCM) kutenganisha kati ya matusi na kusema ukweli, maana kilichozungumzwa ni kwamba kesi za EPA zilizopo mahakamani hazitoshi na waliohusika moja kwa moja hawajaonekana na wakatajwa. Hakuna matusi hapo,” alisema Baregu.

Baregu alizungumzia pia kuhusu kauli ya Makamba kudai kwamba Mgombea Urais wa CHADEMA, Dk. Wilbroad Slaa haaminiki akisema kwamba hayo maneno hayo ni dalili ya kutapatapa.

“Kuna mazungumzo mengine kama ya Makamba anaposema Dk.Slaa haaminiki na kwamba kaasi dini na kaasi mke wake. Hayo sijui ana uhakika gani? Slaa hana ugomvi na Kanisa Katoliki  na ndiyo maana alihusika kupanga safari ya Papa (John Paul II) alipokuja Tanzania.

“Hapa ukweli ni kwamba alishindwa taratibu za upadri na ni uaminifu si ukosefu wa uaminifu ndiyo maana aliomba ruhusa ya Kanisa Roma na akakubaliwa, kusema ukweli ndiyo uaminifu na ndiyo maana alikubalika. Anataka awe mnafiki aende kanisani mchana halafu usiku aende mtaani kubangaiza,” alisema Baregu.

Imetolewa na CUF Makao Makuu

Mgombea Urais wa Zanzibar kupitia Chama Cha Wananchi (CUF) ambaye pia ni Katibu Mkuu wa chama hicho, Maalim Seif Sharif Hamad, juzi amerejea kisiwani Zanzibar akitokea Afrika Kusini ambako alikuwa na ziara maalum ya mafunzo ya kikazi yaliyolenga kumuandaa na majukumu mapya ya kuongoza Serikali baada ya uchaguzi mkuu unaotarajiwa kufanyika Oktoba 31, mwaka huu.

Ziara hiyo maalum ya siku nne ilikuwa kati ya tarehe 26 hadi 29 Agosti na iliandaliwa kwa mashirikiano baina ya Chama cha CUF, Taasisi ya Friedrich Naumann Stiftung ya Ujerumani na Chama cha Democratic Alliance (DA) cha Afrika Kusini. Maalim Seif alikuwa mgeni wa Serikali ya Jimbo la Western Cape ambayo inaongozwa na chama cha DA.

Akiwa katika ziara hiyo maalum ya mafunzo ya kikazi, Maalim Seif alikutana na kufanya mazungumzo na kubadilishana mawazo na viongozi na maafisa mbali mbali waandamizi wa Serikali ya Western Cape pamoja na Jiji la Cape Town.

Miongoni mwa viongozi na maafisa waandamizi aliokutana nao ni pamoja na Bw. Alan Winde, Waziri wa Fedha, Maendeleo ya Uchumi na Utalii wa Serikali ya Western Cape.

Maalim Seif pia alikutana na Ryan Coetzee, Mshauri Maalum wa Waziri Mkuu wa Jimbo la Western Cape, Christy Kirkpatrick, Mkurugenzi Mtendaji wa Kitengo cha DA cha Kusaidia Serikali yake kutekeleza majukumu yake kwa ufanisi, James Selfe MP, Mwenyekiti wa Baraza Kuu la Taifa la DA, na Nick Clelland-Stokes, Mkuu wa Idara ya Mawasiliano katika Ofisi ya Waziri Mkuu wa Western Cape.

Wengine ambao Maalim Seif alikutana nao ni Madiwani wanne wa Jiji la Cape Town wanaotoka chama cha DA ambao pia wanasimamia Wizara Maalum, Grant Pascoe (anayeshughulikia Maendeleo ya Jamii) Felicity Purchase, (anayeshughulikia Maendeleo ya Uchumi na Utalii), Belinda Walker, (anayeshughulikia Huduma kwa Makampuni makubwa ya Biashara na Uendelezaji wa Rasilimali Watu), na Ian Neilson, Naibu Meya Mtendaji na pia anashughulikia Fedha.

Ziara ya Maalim Seif ilimalizika kwa kukutana na Paul Boughey, Katibu Mkuu wa Wizara ya Elimu ya Western Cape na David Maynier MP, Waziri Kivuli wa Ulinzi na Wastaafu wa Jeshi katika Bunge la Taifa la Afrika Kusini.

Mambo yaliyohusika katika ziara hiyo maalum ni pamoja na vipi Serikali za kisasa zinaendeshwa, umuhimu na mambo yanayohitaji kufanya maamuzi magumu katika kipindi cha mpito, uwajibikaji na ufanisi katika serikali za kisasa, mipango ya maendeleo ya kiuchumi na maamuzi ya vipaumbele katika utayarishaji wa bajeti, serikali za pamoja (zinazojumuisha chama zaidi ya kimoja) zinavyofanya kazi, changamoto zake na mafanikio yake, ugawaji wa wizara na majukumu na utendaji kazi katika serikali za pamoja, na jinsi ya kutatua migogoro pale inapozuka kwenye serikali ya pamoja.

Katika ziara hiyo, Maalim Seif alifuatana na Mhe. Nassor Ahmed Mazrui, mjumbe wa Baraza la Wawakilishi wa kuteuliwa na Rais aliyemaliza muda wake na pia mgombea uwakilishi katika jimbo la Mtoni kwa tiketi ya CUF.

Akizungumzia ziara hiyo mara baada ya kuwasili kutoka Western Cape, nchini Afrika Kusini, Maalim Seif alisema:

“Nimefarijika na nimefaidika sana na ziara hii ya mafunzo ya kikazi na nawashukuru sana chama cha DA ambacho ni chama mshirika wa CUF katika Mtandao wa Vyama vya Kiliberali Duniani na ule wa Afrika.

Nimevutiwa mno na jinsi Serikali ya Western Cape inavyofanya kazi zake kwa ufanisi na uwajibikaji wa hali ya juu chini ya uongozi wa Waziri Mkuu wake, Mheshimiwa Helen Zille kiasi cha kulifikisha jimbo hilo kuwa ndilo linaloendeshwa vizuri kuliko yote nchini humo. Wamefanikiwa sana kubadilisha hali za maisha ya watu wake.

Nimejifunza mengi kuhusiana na mfumo wa serikali za pamoja zinazojumuisha chama zaidi ya kimoja zinavyofanya kazi hasa ukizingatia kuwa kuna maeneo katika Serikali ya Shirikisho ambayo chama ca DA kinapaswa kushirikiana na ANC.

Nimerudi na ari kubwa sana ya kuona nayatumia mafunzo hayo wakati ninapojiandaa kuiongoza Zanzibar Mpya pale Wazanzibari watakaponipa ridhaa kupitia uchaguzi mkuu, lengo likiwa ni kutekeleza sera zetu zilizomo katika Dira ya Mabadiliko ya CUF tutakayoizindua wakati wa kampeni.”

Kwa upande wake, Mkuu wa Idara ya Mambo ya Nje na Uhusiano wa Kimataifa wa CUF, Ismail Jussa, alisema:

“Kwa niaba ya CUF na Ofisi yangu nawashukuru kwa dhati Taasisi ya Friedrich Naumann Stiftung kwa kupokea ombi letu na kuandaa programu safi kama hii.

Maalim Seif ambaye tunaamini ana nafasi kubwa sana ya kuapishwa kuwa Rais wa Zanzibar mara baada ya Oktoba 31 amerudi na furaha kubwa sana kutokana na tija waliyoipata yeye na Mhe. Mazrui na tayari ameagiza kufanyika kikao maalum cha kutoa maelekezo kuhusu mambo ambayo timu ya CUF inapaswa kujiandaa nayo katika kuitumikia Zanzibar Mpya.

Ni makusudio yetu kuendelea kutafuta fursa za ziara maalum za mafunzo ya kikazi kama hizi ili kuendelea kuwajengea uwezo viongozi wetu na kuwatayarisha na changamoto kubwa zinazotukabili kutokana na matarajio makubwa yanayoonekana kujengwa na Wazanzibari kwa Serikali ya Umoja wa Kitaifa itakayoundwa mara baada ya uchaguzi mkuu.”
