CUF ‘kushambulia’ kutokea ardhini

WAKATI vyama vya CCM na Chadema vikiwa vimetangaza kampeni za angani, CUF imetangaza kuwa itashambulia kwa kutokea ardhini, huku ikimtaka Zitto Kabwe akae chonjo kwenye Jimbo la Kigoma Kaskazini.

CUF imetangaza mkakati huo jana, ikieleza kuapnai kuzibomoa ngome za CCM na Chadema kwenye Jimbo la Kigoma Kaskazini kwa kuwachukua makada wake maarufu, akiwemo Sijapata Nkayamba, aliyekuwa mbunge viti maalumu wa chama hicho tawala.

Akitangaza mpango mzima wa kampeni za chama hicho zitazozinduliwa Ijumaa kwenye Uwanja wa Kidongo Chekundu, mkurugenzi wa siasa wa CUF, Mbaralah Maharagande alisema uamuzi huo umezingatia kwa kina tathmini ya kampeni katika vipindi vyote vya nyuma.

“Tumefanya tathmini katika chaguzi zilizopita kuanzia mwaka 1995, 2000 na 2005, tulibaini kulikuwa na makosa, kwa hiyo hatutaki tena kurudia makosa yale yale katika kampeni,” alisema Maharagande.

“Kwa hiyo… tutatumia nchi kavu; kuweka kambi na kuelimisha vema watu wetu wasimamie kura kuhakikisha haziibwi na mawakala wa usimamizi wa uchaguzi. Tuna mtandao hadi vijijini… hiki si chama cha promotion sawa na bidhaa mpya.

“Tutafanya kampeni za kistaarabu… tumeona unaweza kutembea juu, lakini huku chini kura zikakosa wasimamizi wa kutosha. Sisi tumejifunza na hatutaki kufanya makosa tena.”

Alifafanua kwamba baada ya uzinduzi wa kampeni zao, msafara wa viongozi wa CUF utakuwa tayari kusambaa maeneo mbalimbali nchini kwa ajili ya kufanya kile alichokiita mashambulizi ya nchi kavu ya kuing’oa CCM Oktoba 31.

Maharagande alisema Agosti 27, msafara tofauti ya viongozi wa chama hicho, ikiongozwa na mgombea wao wa urais, Profesa Ibrahim Lipumba na mgombea mwenza Juma Duni Haji, itaanza kuelekea mikoani.

Katika ratiba hiyo, Maharagande alisema Profesa Lipumba ataanzia mkoa wa Pwani kwa kupita Kibiti, Ikwiriri na baadaye kuelekea Kilwa, Lindi na ukanda mzima wa kusini huku mgombea mwenza akianzia Kagera. Alijigamba kwamba wanayo magari ya kutosha ya msafara na yale ya uhamasishaji.

Alitamba kwamba sababu za kutumia kampeni za nchi kavu wanazo ikiwa ni pamoja na mtandao wake mkubwa katika ngazi za vijiji na mitaa na kuongeza kuwa “CUF si chama cha promotion kama vile bidhaa mpya”.

“Ni chama ambacho kimejikita vema hadi vijijini… hata katika uchaguzi wa serikali za mitaa baada ya CCM ni CUF. Ni chama ambacho mgombea urais alifahamika mapema, siyo chama ambacho bado siku 72 kwa uchaguzi mgombea urais hajulikani, na kubaki kudhani mara mgombea mwenza atakuwa Hamad Rashid; sijui nani; hatuko hivyo.”
         
“Tutafanya kampeni kitongoji kwa kitongoji; tutaweka kambi kuhakikisha watu wanasimamia vema; watu wetu lazima waelewe kulinda kura kwanza; siyo unapaa angani wakati chini kura zako hazina msimamzi wala huna mtandao. CUF chama kubwa.”

Akizungumzia programu nyingine, alisema keshokutwa pia chama hicho kitazindua Ilani yake katika hafla ambayo watu mbalimbali wamealikwa na kwamba ilani hiyo  inatoa dira ya mabadiliko nchini.

Maharagande alisema ilani hiyo itaonyesha ni kwanini ilikuwa ni makosa kuendelea kuipa CCM nafasi ya kuongoza na kusababisha umasikini katika miaka yote 49 ya uhuru.

Katika hatua nyingine, CUF imefanikiwa kuzibomoa ngome Chadema na CCM mkoani Kigoma kwa kuchukua makada maarufu ambao wanakiweka chama hicho katika nafasi nzuri ya kuweza kutwaa majimbo mawili mkoani humo.

Nkayamba, ambaye aliangushwa kwenye kura za maoni ndani ya CCM kwa kuwa mtu wa nne na kuhamia CUF, anawania ubunge wa viti maalumu Kigoma Kaskazini, huku mshindi wa pili wa kura za maoni kutoka chama hicho tawala naye akijiunga na chama hicho cha upinzani na kuwa mgombea wa jimbo hilo ambalo linawaniwa pia na Zitto.

Akitangaza ujio wa wanachama hao, naibu mkurugenzi wa habari wa CUF, Ashura Mustafa alisema Zitto akae chonjo kwa kuwa ngome hiyo sasa imehamia CUF kutokana pia na kada maarufu wa Chadema na diwani kwa miaka 15 katika kata  yenye watu wengi ya Mwandiga, kuhamia chama hicho pinzania.

Omar Musa Nkwarulo, ambaye alikuwa mshindi wa pili katika kura za maoni CCM, alisema ameamua kukihama chama hicho tawala kutokana na siasa za kubebana na kuonya hizo ndizo zitachangia kifo cha CCM.

Nkwarulo alidai kuwa ana uhakika alikuwa ameshinda kwenye kura za maoni CCM, lakini kura katika eneo alikozaliwa lenye watu karibu 2,500 hazikuhesabiwa kwa kile alichokiita kuwa ni chama kumbeba mgombea mwenzake.

Alitamba kwamba kutokana na nguvu na ushawishi mkubwa wa kisiasa alionao ana uhakika wa kulinyakua jimbo hilo huku akimpa onyo Zitto kwamba ataanguka kutokana na kusahau jimbo hilo na kuliacha likiwa na umasikini wa kutisha.

CUF pia imemnyakua Optatus Likwelilo kutoka CCM ambaye naye atasimama kugombea ubunge Jimbo la Kigoma Kusini, huku akitamba kulinyakua kutoka katika chama hicho tawala.

Kwa upande wa Nkayamba alisema CCM ni chama ambacho kimejaa mizengwe huku akisisitiza kwamba licha ya kuwa mshindi wa tatu bado alitupwa hadi nafasi ya nne katika mchakato wa kuwania jimbo hilo.

Naye diwani huyo wa muda mrefu wa Chadema wa tarafa hiyo ya Mwandiga alikituhumu chama hicho kuwa kimejaa makundi, ubinafsi ambao unaanzia kwa uongozi wa ngazi ya juu.

No helicopters for CUF campaigns

THE Civic United Front (CUF) said that it will not use helicopters like other parties during the campaigns for the general election in October, but will use a strategy called ‘Ground Force Movement’ that will involve cars to canvas the whole country as a way to reach the electorate.

The Party’s Director for Political Affairs, Mr Mbarala Maharagande, told reporters in Dar es Salaam on Tuesday that their campaigns will focus on the remotest areas where only cars can penetrate.

Political parties which said they would use helicopters to campaign around the country include Chama cha Demokarasia na Maendeleo (CHADEMA), Chama Cha Mapinduzi (CCM) and Tanzania Labour Party (TLP).  

“We don’t need to fly because we will not be in hurry, we will for the first time conduct what we have christened ‘ground force movement’ that will involve concentration in educating voters on why they should vote for us and not any other party,” he said.

Mr Maharagande noted that the party has purchased several brand new vehicles ready for ground campaigning all over the country and that this year’s style will differ from that of 1995, 2000 and 2005.

In another development, Mr Maharagande said that the party will launch its nationwide campaigns at Kidongo Chekundu Grounds in Dar es Salaam on Friday where the party’s Presidential Candidate, Prof Ibrahim Lipumba, his running mate Duni Haji and the Isles Presidential Candidate, Seif Sharrif Hamad will address the party members.

Earlier, the party was scheduled to launch its campaigns on Saturday, the day in which another opposition party, Chadema, will be launching at Jangwani grounds, also in Dar es Salaam. The day was changed following the request by CUF to the National Electoral Commission (NEC).

Mr Maharagande noted that the campaign launching will come a day after  Thursday’s launch of the party’s manifesto which will clearly explain what he referred to as the ‘vision for change’.

Meanwhile, the CUF Deputy Director for Publicity and Public Relations, Ms Ashura Mustafa, introduced to reporters three CCM cadres who have defected to CUF and who will contest for parliamentary seats in Kigoma North and South constituencies.

They include, the former CCM special seats MP for Kigoma North, Ms Sijapata Fadhili Nkayamba, Mr Omari Nkwarulo who will vie for the parliamentary seat in Kigoma North and Optatus Likwelile who will vie for the Kigoma South seat.

Mr Likwelile who was defeated in the CCM primaries said that there was foul play and that all the contestants appealed against the winner but in vain.

“I have defected to CUF to fight for my right,” he said.

Mr Nkwarulo noted that in the CCM primaries he came out second but the results were cooked and therefore he decided to defect to CUF because of his confidence that there were many people backing him.

Ungana na CUF kupitia Dira ya Mabadiliko

Nini Dira ya Mabadiliko?

Baada ya kuchoshwa na miaka 49 ya utawala wa CCM na watangulizi wake, Watanzania sasa wanataka mabadiliko ya kisiasa. Lakini mabadiliko hayo hayawezi kuja kwa njia za kushtukiza tu. Watanzania wanastahiki kuwa na Dira ya Taifa ya kujenga nchi inayoheshimu haki za binadamu, yenye misingi mizuri ya demokrasia ambapo raia wote watu wazima na wenye akili timamu wana haki ya  kushiriki kikamilifu katika uamuzi wa masuala yanayohusu maisha yao na hatima ya nchi yao.

Ni kwa sababu hiyo, CUF sasa inakuja na Dira ya Mabadiliko (Vision for Change) ambayo inakusudia kuitumia kuongoza harakati za kuing’oa madarakani CCM kupitia Uchaguzi Mkuu wa Oktoba 31, 2010.

Dira ya Mabadiliko tunayowapelekea watanzania, ambayo ndiyo itakuwa msingi wa ilani ya Uchaguzi wa CUF kwa mwaka huu wa 2010, na ambayo tutawaomba waiunge mkono kupitia uchaguzi Mkuu huu inatilia mkazo mambo 22 ambayo tuaamini chini ya Serikali ya CUF yatatujengea Tanzania Mpya inayojili haki sawa kwa wananchi wote na itakayojenga uchumi imara unaoongeza ajira na utakaoleta neema na tija kwa wote. Mambao hayo 22 ni haya yafuatayo:-

1. Kila raia popote alipo awe na haki ya kuchagua na kuchagukiwa kuwa kiongozi toka ngazi kitongoji/kijiji mtaa mpaka uongozi wa taifa

2. Kujenga umoja wa kitaifa wa kweli ambapo hakutakuwa na ubaguzi wa aina yeyote wa jinsia, kabila, rangi, dini au ulemavu. Kuhakikisha kuwa serikali inaheshimu dini zote na inajenga mazingira ya waumini wa dini mbali mbali kuheshimu na kuvumiliana

3. Kuhakikisha kuwa kila mwananchi ana uwezo au anawezeshwa kupata milo mitatau kwa siku. Hatua za makusudi zichukuliwe kuhakikisha kuwa kinamama wajawazito na watoto wachanga wanapanga lishe bora kwani mtoto mchanga asiye na lishe bora ananyimwa haki na kujenga mwili, kinga ya mwili na ubongo wake ili aweze kushiriki kikamilifu katika kujielimisha na kujiendeleza na kufikia uwezo wake aliojaaliwa na Mwenyezi Mungu.

4. Kuhakikisha kuwa kila raia ana haki na anapata huduma za msingi za afya. Hatua maalum zichukuliwe kuhakikisha kua huduma za uzazi anapatiwa kila mama mjamzito ili kupunguza vifo vingi vya kusikitisha vya kina mama wajawazito

5. Wazee wengi badala ya kulitumikia taifa kwa muda mrefu wanaishi katika umasikini wa kutisha. Watoto wao hawana kipato cha kutosha na maadili ya kuwalea wazee yameporomoka. Kama taifa ni muhimu turejeshe na kujenga maadili ya kuwaheshimu na kuwaenzi wazee wetu. Tuweke utaratib wa kitaifa wa hfidhi ya wazee itakayohusisha jamii kuwalea wazee wetu

6. Watanzania milioni 4.2 sawa na asilimia 10 ya watanzania wote ni watu wenye ulemavu. Watu wenye ulemavu wana mahitaji sawa na watu wengine, akini pia wanakuwa na mahitaji wengine zaidi kulingana na aina ya ulemavu walio nao. Kipimo cha utu wa taifa ni namna kinavyowajali walemavu wake. Serikali itayoongozwa na CUF itatenga fungu maalum la kuwasaidia walemavu wapate elimu, matibabu na vifaa vya kuwapunguzia dhiki ya ulemavu wao na mafunzo stahiki waweze kuajirika na kuajiriwa katika fani mbali mbali

7. Elimu ndio ufunguzi wa maisha. Ili kujenga taifa linalojiamini, watoto wote wa Tanzania wawe na haki ya kupata elimu bora ya msingi, ya sekondari na elimu ya juu. Taifa lijenge utamaduni wa kuamini kuwa elimu haina mwisho na kila raia ajiendeleze kielimu hasa kwa kutumia vizuri teknolojia ya habari na mawasiliano

8. Elimu ya wasichana ni nyenzo muhimu ya kuleta haki sawa kwa wananchi wote na kuhakikisha kizazi kijacho kinakuwa na kufsa sawa katika kuleta na kuneemeka na maendeleo. Wasichana wengi hawamalizi masomo yao kwa sababu ya uwezo mdogo wa fedha wa wazazi, mila zilizopitwa na wakati zinazowabagua wasichana na wanawake, mazingira mabovu ya shule kama vile kutokuwa na vyoo vya wanawake mashuleni na mambo mengine kama hayo. Motisha maalum itolewe kwa wasichana na familia zao ili wasichana wamalize elimu ya shule ya msingi na waendelee na elimu ya sekondari na ya vyuo vikuu na hivyo kuwawezesha kufika uwakilishi wa kujiamini wa 50 kwa 50 wanawake wenye vyombo vya juu vya maamuzi

9. Kuwaelimisha wasichana na wanawake kushiriki katika soko la ajira ni nyenzo muhimu ya kuvunja mduara wa umasikini unaorithisha umaskini toka kizazi kilichopo na kinachofuata

10. Ili kufanikisha mabadiliko ya kiuchumi, kuongeza tija na ajira, Tifa litoe kipaumbele maalum katika kuendeleza elimu ya hisabati, sayansi na teknolojia

11. Kujenga uchumi wa kisasa wenye ushindani kimataifa na utakaohimili misukosuko ya utandawazi, unaokua kwa kasi bila kuharibu mazingira na wenye manufaa kwa wananchi wote kuweka misingi ya utawala bora na utekelezaji wa sera utakaohakikisha kuwa uchumi unakua kwa asilimia 8 – 10 kwa miongo mitatu (miaka 30) ijayo

12. Wananchi wahisi na waone kuwa uchumi wa taifa unatoa fursa sawa kwa wananchi wote. Tofauti za vipato vya wananchi wisiwe vikubwa mno huku tukizingatia kutoa motisha kwa raia kuwa wabunifu na wajasirimali hodari. Mikakati ya kufaidi matunda ya kukua kwa uchumi

13. Bila kukuza uchumi umasikini uliokithiri utakuwa tatizo la kudumu katika suala la kukuza uchumi hakuna miujiza. Uchumi unakua kwa kuongeza elimu, ujuzi na utaalamu wa wafanyakazi, ongezeko la rasilimali na vitendea kazi, na kuongezeka kwa ufanikishaji na tija katika uzalishaji na huduma. Kukua kwa uchumi kunahitaji uongozi imara za utawala bora, mikakati na mipango mizuri ya maendeleo na utekelezaji mzuri wa mikakati na mipango hiyo. Kazi ya kukuza uchumi itakuwa rahisi ikiwa tutatumia rasilimali na maliasili ya nchi hii kwa manufaa ya wote

14. Nchi ambazo zimefanikiwa kukuza uchumi kwa kasi ya juu na kuwa na maendeleo kwa muda mrefu zimefanya hivyo kwa kuwa na uongozi adilifu, wenye dira na ulio imara katika kufanya maamuzi, utekelezaji na kujifunza toka kwenye makosa waliofanya na kujirekebisha. Uongozi wa nchi unawajibika kubuni sera kwa kuzingatia uhalisia na hali ya uchumi wa nchi, fursa zilizopo na vikwazo vinavyoikabili nchi katika kukuza uchumi wake. Baada ya kubuni sera, uongozi unawajibika kuzieleza sera hizo kwa wananchi na kuwahamasisha waziunge mkono na waelewe kuwa ili kujinasua toka dimbwi la umasikini wanawajibika kuchapa kazi kwa bidii, kuweka akiba kuwa wajasirimali wabunifu na kukubali kasi ya mabadiliko itawapo fursa watanzania kupata uongozi adilifu, wenye dira, na ulio imara katika uamuzi na utekelezaji

15. Tunapaswa kukipa kilimo nafasi ya pekee katika mikakati ya kukuza uchumi na hivyo kuwaondolea umasikini wananchi wa vijijini ambao wameumizwa vibaya na sera mbovu za CCM zisizotoa kipaumbele kwa kilimo. Katika miaka mitano ijayo, bajeti ya sekta ya kilimo itamuwa asilimia 10 – 15 ya bajeti yote na italenga katika kuimasisha utafiti na elimu kwa wakulima na huduma za ugani, upatikanaji wa mbolea na pembejeo nyingi kwa bei nafuu, bei nzuri kwa wakulima, msoko ya uhakika, kutengeneza barabara za vijiji, kusambaza umeme vijijini kwa kutumia nishari mbadala kama vile biogas inayotokana na mabaki ya mimea na vinyesi vya mifugo, jua na upepo

16. Ukuaji wa uzalishaji wa mazao ya chakula ndio unaoweza kupunguza kasi ya kuongeza kwa bei za vyakula. Kilimo kitaendelea kuwa chanzo muhimu cha mapato ya fedha za kigeni. Tanzania ina ushindani wa biashara katika soko la dunia siyo tu kwa mazao kama vile kahawa, chai, korosho, katani, tumbaku na karafuu lakini pia katika mazao ya vyakula yakiwemo mahindi, mpunga, alizeti, ufuta, jamii ya kunde, mboga mboga na matunda na mibono inayoweza kutumiwa kutengenezea dizeli mbadala na inalinda mazingira. Sekta ya kilimo ni kiungo muhimu cha kukuza sekta nyingine. Mapato ya wakulima yanatumiwa kununua bidhaa za viwanda na huduma nyengine. Wakulima wenye kipato kikubwa watanunua nguo, vyakula vilivyosindikwa kama vile mafuta ya kupikia, mabati, saruji, samani, magodoro na bidhaa nyingine. Ongezeko la mahitaji ya bidhaa hizi vitaongeza ajira viwandani.

17. Kuna changamoto mpya ambazo zinaongeza vikwazo lakini pia kutoa fursa za kukuza uchumi. Ongezeko la joto duniani limeanza kuongeza ukame, litaongeza maji baharini kutoka thekuji inayoyeyuka katika bara la Afrika na Arctic na kuleta mafuriko katika fukwe za pwani, kuongezeka mafuriko, na milipuko ya maradhi. Nchi masikini ambazo zimechangia kidogo sana katika ongezeko la joto duniani ndizo zitakazo athirika zaidi. Mkakati wa kukuza uchumi uzingatie changamoto ya ongezeko la joto duniani. Ulinzi wa mazingira, upandaji wa mashamba ya miti na utumiaji wa nishati mbadala viwe vyanzo vya wananchi kujipatia kipato

18. Hakuna nchi iliyofankiwa kukuza uchumi kwa kiasi ya juu kwa muda mrefu bila serikali kuwekeza kwa kiasi kikubwa katika miundombinu, barabara, nishati, reli, bandari na mawasiliano. elimu na afya. Uwezekano wa serikali katika sekta ya miundombinu, elimu na afya unajenga msingi imara unaovutia sekta binafsi kuwekeza katika shughuli za uzalishaji na biashara. Uwekezaji wa sekta ya umma katika maeneo hayo unatengeneza njia ya kuwezesha viwanda na makampuni mapya kuanzishwa na kuongeza faida ya shughuli zote za kibiashara zinazofaidika kwa kuwepo wafanyakazi wenye afya njema na walioelimika, kuwepo kwa barabara nzuri zinazopitika wakati wote, na kuwepo kwa umeme wa uhakika. Tutawekeza katika miundombinu kwa kutumia vizuri fedha za umma na kukusanya alau asilimia 20 ya pato la taifa kama mapato ya ndani ya serikali

19. Mapinduzi ya kilimo yatayoongeza uzalishaji na tija ni muhimu katika kuanzisha ukuaji wa uchumi endelevu. Lakini kilimo peke yake hakiwezi kukuza pato la taifa kwa muda mrefu. Kuongezeka kwa tija katika kilimo kutaruhusu nguvu kazi kubwa iweze kuajiriwa katika sekta nyengine hususan viwanda. Sekta ya madini kwa ujumla haitoi ajira kwa wingi. Kwa nchi ndogo kuendelea, hakuna njia nyenginwe bali kujijengea uwezo wa kuzalisha bidha za viwanda na kuziuza nchi za nje. Hakuna nchi iliyoendelea na kukuza uchumi wake kwa muda mrefu bila kuwa na maendeleo ya viwanda. Mabadiliko ya mfumo wa uchumi ni kichocheo cha ukuaji wa uchumi. Nguvu kazi ya nchi inahama toka sekta zenye tija ndogo na kwenda kwenye sekta zenye tija kubwa. Viwanda kwa kawaida vina tija ya juu. Nchi ambazo uchumi wake haukui kwa kasi kubwa zimeshindwa kuhamisha rasilimali ya nguvu kazi kwa wingi zinatioa ajira. Kuongezeka kwa mahitaji ya wafanya kazi viwanda husaidia kuongezeka mishahara. Viwanda vingi vinavyohitaji wafanyakazi wengi hupata fursa wanawake kuajiriwa na hivyo kuchangia katika kuleta usawa wa kijinsia

20. Nchi ambazo hazina maendeleo ya viwanda na zinataka kuanzisha viwanda na kuuza nje bidhaa za viwanda zinakabiliwa na ushindani, siyo tu wa nchi zilizoendelea za Ulaya, Marekani na Japan, kalini ushindani mkubwa ni kutoka nchi nyingine za Asia na hasa China. Bidhaa kutoka china zinashindana na makampuni yanayotengeneza bidhaa za viwandani na kuuza soko la ndani. Je Tanzania tunaweza kumudu ushindani wa china katika kuzalisha bidhaa za viwanda?. Gharama za uzalishaji viwandani china zinapanda kwa sababu uchumi wa china unakua kwa kasi ya juu mno. Tayari china inakabiliwa na migogoro ya wafanyakazi wanaodai kuongezwa mishahara. Serikali ya china inashindikizwa na Jumuia ya kimataifa kuongeza thamani ya sarafu yake na kutegemea zaidi soko la ndani katika kukuza uchumi wake. Ikiwa tutajipanga vuziri tunaweza kupenya katika soko la dunia la bidhaa za viwandani

21. Jambo moja linalokwaza sana maendeleo ya viwandani ni ukosefu wa miundombinu ikiwa ni pamoja na umeme wa uhakika, maji, mawasiliano, barabara, reli, bandari n.k Matumizi ya serikali ikiwa ni pamoja na matumizi yanayofadhiliwa na misaada ya nje yalenge katika kuimarisha na kuboresha miundombinu. Ni muhimu pia kuimarisha utaratibu wa usafirishaji wa bidhaa na matumizi ya TEKNOHAMA kupunguza gharama za kufanya biashara. Tunahitaji pia kuanzisha maeneo maalumu ya viwanda ya kutengenezea biadhaa za kuuza nje na kuyasheheni maeneo haya na huduma za umeme, maji, mawasiliano, barabara n.k. katika hilo, tunapaswa kuchagua eneo maalumu kuzingatia hali halisi ya kuwafanya wawekezaji wa sekta binafsi wavutiwe na maeneo hayo

22. Fedha nyingi za umma zinaibiwa au kutumiwa vibaya. Tathmini na uhakika wa kina wa fedha za msaada wa dola milioni 60 uliotolewa na serikali ya Norway katika wizara ya maliasli na utalii katika lipindi cha miaka 12 uliofanyika mwaka 2006 unaonyesha kuwa nusu ya fedha hizo, yaani dola milioni 30, ziliibiwa au kutumiwa kifisadi. Tatizo la matumizi mabaya ya fedha haliko wizara ya maliasili na utalii tu bali limetapakaa serikalini kote. Tukidhibiti matumizi mabaya ya feha tunaweza kuokoa fedha zitakazotumiwa katika ujenzi wa miundombinu. Rais Kikwete alipokuwa anafungua Mkutano wa TAKUKURU alieleza asilimia 30 ya matumizi yote ya serikali kila mwaka yanaibiwa au kutumiwa kifisadi. Hii ni sawa na shilingi trilioni 11.8 kwa bajeti ya serikali ya mwaka 2006/7- 2010/11, fedha inayotosha kukamilisha mradi ya kufua umeme MW 2000 na kujenga bara bara za lami km 4000 na kuongeza kima cha chini cha mshahara wa watumishi wa serikali.

Mpaka hivi sasa hatuna Dira ya Maendeleo na mikakati madhubuti ya utekelezaji inayoeleweka kwa wananchi wote. Dira ya Maendeleo ya 2025 ilitayarishwa na wataalamu kuliko kuwashirikisha jamii kwa ujumla, haieleweki kwa wananchi wengi na haitumiwi kuhamasisha wananchi katika ujenzi wa taifa letu. Ukosefu wa uongozi ni kizingiti kikubwa kinachozuia kupitia, kuchambua na kubuni dira ya maendeleo inayozingatia hali halisi ya nchi yetu na mabadiliko ya uchumi duniani.

 

DIRA YA MABADILIKO (VISION FOR CHANGE) YA CUF inakusudia kuonyesha njia ya kuleta haki sawa kwa wananchi wote na kujenga uchumi imara unaokua na kuleta neema na tija kwa wananchi wote.

  

Kwa nini CUF kiongoze mabadiliko Tanzania?

  1. Chama Cha Wananchi (CUF) ndiyo chama kikuu cha upinzani hapa Tanzania. CUF kinasimamia kuwepo kwa Serikali inayomjali kila mmoja wetu. CUF kinaamini katika uhuru wa mtu na uwezo wa kujisimamia dhamana zake, kinaamini katika haki za binadamu na amani ya kweli, na kinaamini katika haki na utawala wa sheria. CUF ni chama kinachojali na kinachotaka mabadiliko yatakayotupa mustakbali mwema katika utulivu.
  2. Chama Cha Wananchi (CUF) kikiwa pamoja na familia za Watanzania kinataka kuwepo elimu bure na yenye manufaa hadi sekondari na kutoa mikopo ya asilimia mia moja kwa wanafunzi wa elimu ya juu na pia huduma bure na zinazoridhisha za afya ya msingi kwa wananchi wote. CUF kinafahamu na kuelewa maisha ya wasiwasi ya familia za Watanzania yanayotokana na kupanda mara kwa mara kwa gharama za maisha, upungufu wa chakula na maji safi na salama, ukosefu wa ajira na usalama wa ajira zilizopo na pia kushindwa kwa Serikali iliyopo madarakani kutekeleza ahadi zake ilizozitoa.
  3. CUF ina sera imara na zenye ufanisi zitakazotujengea uchumi wa kisasa na wenye tija na neema unaotilia mkazo ukuzaji na uimarishaji wa kilimo na kutoa ajira nyingi na bora, wenye kuhakikisha soko za bidhaa za wakulima na kuongeza pato la familia. CUF inawaunga mkono Watanzania wote katika mapambano yao ya kuleta maisha bora na yenye heshima kwa utu wa binadamu.
  4. CUF ni Chama Mbadala kilichodhamiria kuongoza Serikali Mbadala itakayojenga Tanzania mpya isiyo na woga, ukandamizaji, ufisadi, uvunjwaji wa haki za binadamu na vitisho. CUF iko pamoja na wananchi wote wanaoathirika kutokana na kushindwa kabisa kwa serikali isiyo na uwezo na ya kifisadi, na inatoa matumaini mapya kwa wote wanaokandamizwa, kuonewa na kukatishwa tamaa na watawala waliopo.
  5. Wananchi wa Tanzania kwa ujumla wao, bila ya kujali dini, kabila, rangi, tabaka au jinsia zao, wanaweza kuiamini CUF na viongozi wake wa ngazi mbali mbali. Wananchi wote wanaotaka kuleta mabadiliko kwa ajili ya mustakbali mwema wenye kutoa neema, amani, haki na uadilifu wanapaswa kuiunga mkono CUF kwa kujiunga nacho kuleta mabadiliko hayo kuanzia mwaka huu 2009 na kuikamilisha 2010. Mkoani Kigoma, wanachama watano wa CCM walioshindwa kura za maoni wamekimbilia CUF.

Wanachama hao ni pamoja na aliyekuwa Kamanda wa Vijana wa CCM wa Wilaya ya Kigoma Vijijini, Optatus Likwelile, aliyejiunga na CUF na kuchukua fomu ya kuwania ubunge Kigoma Kusini.

Likwelile alishika nafasi ya tatu katika kura za maoni Kigoma Kusini akitanguliwa na Kiffu Hussein na mbunge aliyemaliza muda wake, Manju Msambya.

Kiffu ndiye mgombea wa CCM. Wengine waliochukua fomu ni Kiffu (CCM); David Kafulila (NCCR-Mageuzi); Muslim Hassanali (Chadema); Philip Fumbo (DP); Mvano Ramadhan (NRA); Zabibu Mrisho (UMD); Mwito Hailala (SAU); Aziza Hassan (Chausta); Selemen Msanu (Jahazi Asilia) na Mwajuma Malik (UPDP).

Mwingine aliyekimbia ni Omar Nkwarulo aliyejiunga na CUF na kuchukua fomu ya ubunge. Aligombea Kigoma Kaskazini, ambako alikuwa wa pili nyuma ya Lembo Robinson.

Jimbo hilo lilikuwa chini ya Zitto Kabwe wa Chadema anayewania tena kipindi cha pili. Msimamizi wa Uchaguzi wa majimbo hayo, Dominick Kweka alithibitisha wagombea hao kuchukua fomu. Wengine aliwataja kuwa ni Mfaume Mfaume (APPT-Maendeleo); Peter Mbolegwa (SAU); Tatu Hussein (UMD); Hamis Fadhil (NRA) na German Mlete (DP).

Aidha, Kweka alithibitisha kuwa jina la Sijapata Nkayamba aliyekuwa Mbunge wa Viti Maalumu (CCM), limepelekwa ofisini kwake na CUF akiwa mmoja wa wanaowania ubunge kupitia chama hicho.

Nkayamba aliwania ubunge Kigoma Kaskazini mwaka huu na katika kura za maoni za CCM, alishika nafasi ya tano, wakati mshindi akiwa ni Lembo.

Obama lauds Tanzania for successful Zanzibar vote

US President Barack Obama has commended Tanzania following the successful holding of the referendum that will pave way for the formation of a government of national unity in Zanzibar.

However, a State House statement yesterday quoted President Obama as cautioning that much work remains to be done as the October 31 General Election approaches.

The US Ambassador to Tanzania, Mr Alfonso E. Lenhardt, delivered Mr Obama’s message to President Jakaya Kikwete, according to the statement.

“On behalf of the people of the United States, I extend my congratulations to you, Zanzibar’s leaders, the people of Zanzibar, and all Tanzanians on the successful July 31, 2010 power sharing referendum,” Mr Obama said.

The US President said he recalled discussing President Kikwete’s commitment to promoting reconciliation and the rule of law in Zanzibar during their meeting at the White House on May 21, 2009.

“It is heartening that just over a year later, your leadership and the collective resolve of the Zanzibar National Electoral Commission, civil society members, religious community and political parties resulted in significant progress towards a lasting peace, culminating in the credible two thirds majority vote for the unity government.

“I am confident that with your continued leadership and ongoing commitment by the people of Zanzibar to peaceful progress a bright future lies ahead,” Mr Obama said.

Zanzibaris opened a new chapter on July 31 by overwhelmingly endorsing proposed constitutional changes that will pave the way for the formation of a government of national unity later this year.

Some 188,705 voters who cast their ballots in the referendum voted in favour of the proposal, while 95,613 rejected it.  

The proponents of a government of national unity carried the day with 66.4 per cent of the vote, as opposed to 33.6 per cent of voters who voted ‘No’.

Some 293,039 people, or 71.9 per cent of registered voters, voted in the referendum.  There were 8,721 (3 per cent) spoilt votes.

A power-sharing government will be formed after the October 31 elections, and will include the President from the wining party, First-Vice President from the second-placed party and Second Vice-President from the wining party.

The Second-Vice President will be the leader of government business in the House of Representatives.

The cabinet will comprise ministers from all political parties depending on the number of seats they will secure in the elections.

Meanwhile, CCM’s candidate for the Zanzibar presidency, Dr Ali Mohammed Shein, said yesterday there would be no room for self-centred people in the government if he is elected on October 31.

“Should I be elected to become Zanzibar’s President, I will not entertain selfish, spiteful and power-hungry individuals because they will lead to chaos which we are trying to avert,” he senior CCM officials at Bwawani Hotel.

He pledged to unite Zanzibaris and ensure that they lived live in peace, love and harmony, regardless of their political affiliations.

Dr Shein, who will today collect nomination forms from the Zanzibar Electoral Commission, said good governance and the rule of law would define his administration.

He urged CCM leaders to work closely with him and ensure it wins in the October elections.

The party’s deputy secretary general in Zanzibar, Mr Saleh Ramadhan Ferouz, echoed Dr Shein’s sentiments, noting that time was ripe for party zealots to end divisions that cropped up during the nomination process, and cooperate with nominees in the run-up to the elections.

“There is no reason for us to brood over the outcome of the nominations…it’s time we stood together and wholeheartedly support Dr Shein and other nominees because this is the only way we can ensure that the party emerges victorious in the elections,” he said.

Young leaders attribute US achievements to patriotism

TANZANIANS have a chance of inspiring their fellow Africans to work in harmony and bring about political and social-economic development in the countries, Tanzanian young leaders have observed.

A delegation of three Tanzanian youths to United States, Mr Masoud Mohamed, Ms Malula Nkanyemka and Ms Lilian Mahiga, said Americans believed Tanzania was strong enough to encourage other nations to forge development in their countries.

The trio was among other young leaders from across Africa, who recently visited the US under the auspices of President Barrack Obama’s Forum for Young African Leaders.

Ms Mahiga, said one of the lessons she learnt from President Obama during the mission was that the development of Tanzania and the continent at large was in the hands of wananchi themselves.

Ms Mahiga, who is the Professional Approach Limited, Inc, managing director, said another lesson she and others learnt during the tour was that patriotism and hardworking were the main US development pillars.

She said Africans, Tanzanians included, should emulate the people of America for their countries’ and own integrity and prosperity.

“It’s high time African youth united to bring about constructive changes required on the continent. No other person will forge development on their behalf,” Ms Mahiga stressed.

Mr Mohamed, the chairman of Zanzibar Youth Network, was optimistic that the forum was important for Tanzania’s future, as it enabled him to exchange notes with dynamic young leaders from all over Africa.

“Being today’s and future leaders, we should participate in all programmes to expedite our country’s development,” Mr Mohamed said.

He said the forum had inspired him to become ready, passionate and courageous enough to take part in different political and socio-economic issues pertaining to his country and Africa.

“The forum was all about thinking about the future of my continent. I have successfully understood how to share ideas for relieving Africa of abject poverty. I believe my dream is similar to my fellow citizens’ ambitions,” he said.

Another young leader, Ms Malula Nkademka, who serves as a project development advisor in Mwanza Region, said she obtained a strong network and know-how on finding lasting solutions for socio-economic problems inflicting on communities.

“I have already started proposing some projects for the development of the country as a result of  the entrepreneurial and other development programmes I participated in US,” Ms Nkademka said.

She said her projects in the offing would concentrate on advocacy for gender balance and women’s rights with a view of bringing about constructive changes to both genders.

The USA ambassador to Tanzania, Mr Alfonso Lenhardt, said while welcoming the young leaders’ delegation from the US tour that he expected the youth benefited from the forum.

The envoy said the forum came at the right time when Tanzanians were banking on youth to bring about the much-awaited tangible development.

“There are many brilliant young Tanzanians, who could have gone to US, but the trio has represented others. We, therefore, expect them to tell us what exactly they want to do for their country,” ambassador Lenhardt said.

Political wind has hit hard Chadema in Tarime District, Mara Region where hundreds of its members returned their membership cards in protest of what has been described as prejudice. 

Speaking on behalf of others, the former Chadema District Secretary, Mr Joseph Anthony said the party supporters decided to join the Civic United Front  (CUF)  as the best way to express their grievances.  

“We (former Chadema members) are terribly disappointed by the higher party authorities that have decided to nominate wrong candidates for parliamentary and councillorship seats. We are not ready to work with leaders imposed on us,” Joseph explained.  

Other party leaders in the district who defected to CUF include the party’s district chairman, Mr Stephen Gesengewa (Sanifu), personal secretary to the former legislator, Mr Charles Mwera, the district youth chairman, Mr Jumanne  Mroni, the youth commander, Waiboga Waryoba and others.  

The fact that the former legislator for Tarime Mr Charles Mwera was not nominated in the party’s preferential votes, was also expected to join the CUF and vie for the seat through CUF.  

According to CUF district secretary, Ms Theresia Mkami and the party’s district chairman, Mr Charles Nyamuriba, more than 200 former Chadema members joined CUF.  She said for the last three weeks CUF had received nearly 600 new party members from other parties in the area.  

“Any moment from now we expect to receive Mr Charles Mwera, the former legislator on the ticket of Chadema,” Theresia revealed.

Strong Union CUF’s top priority – Hamad

The Civic United Front (CUF) Zanzibar presidential aspirant, Seif Shariff Hamad yesterday collected nomination forms and declared that strengthening the Union between Tanganyika and Zanzibar will be his top priority if he wins.

Speaking after picking up the nomination forms at the Zanzibar Electoral Commission (ZEC) offices at Malindi, Hamad, who is CUF Secretary General, pledged to honour the political reconciliation between him and the Isles President Amani Abeid Karume so as to build true unity among Zanzibaris and maintain the prevailing peace.

He also committed himself to continue with the ongoing dialogue towards a permanent solution to contentious issues.

Hamad said that the government of national unity would create a strong economy based on the free market system which would seek to make Zanzibar East Africa’s commercial hub.

He vowed to strengthen discipline in public service, especially among top executives to ensure that people get good services from their government.

This, he said, would be achieved through ensuring strict adherence to laid down labour regulations, training and improved remunerations.

“If elected, we will also give priority to provision of social services, particularly education, health and water,” he said adding that fishing, agriculture and industries – all key to the Zanzibar economy – would also be strengthened.

Hamad said under his leadership, the current endemic shortage of water and medicines at health centres and hospitals would become history.

“I will make sure that we establish Zanzibar Airways so as to connect the Isles with other important economic and commercial areas across the globe,” said Hamad.

Hamad said teachers should expect major changes since education sector was the engine of development of a country.

He said he had already prepared a programme under which teachers would be trained to meet international standards in addition to increasing their pay package.

The CUF leader also said his government would fight drug trafficking head on as the vice had destroyed the culture of Zanzibaris.

“I am not interested in stating the time-frame for implementing all these plans but you will judge by yourself after five years,” Hamad said, adding: “We want all these issues to be history.”

He, however, said that all the issues contained in party’s election manifesto would be effectively implemented if people became accountable, ensured proper supervision of government revenue collections and undertaking vital review of economic policies especially on tax rates between Zanzibar and Tanzania Mainland.

ZEC Chairman, Khatib Mwinyichande called on political parties which will participate in the elections to conduct themselves peacefully.

He said the electoral body had the responsibility of protecting the rights of each candidate and called on the contestants to abide by the Commission’s guidelines including returning the nomination forms on time.

Earlier, the presidential candidate for Association of Farmers Party, Said Soud also collected the nomination forms promising to change the system of government of national unity and instead, form an inclusive government which will represent all political parties.

HOTUBA FUPI YA MAALIM SEIF SHARIF HAMAD KWA WAANDISHI WA HABARI BAADA YA KUCHUKUA FOMU ZA UTEUZI

Nimechukua fomu leo hii kutoka Tume ya Uchaguzi ya Zanzibar ili niinue juu bendera ya CUF kwa madhumuni ya kuwaomba Wazanzibari ridhaa yao niweze kuiongoza Zanzibar Mpya tuliyoazimia kuijenga. Naamini tutafanikiwa. Lakini nilitaka basi niyataje japo kwa ufupi tu mambo kumi (10) ambayo yatakuwa ndiyo msingi wa maongozi yangu katika kipindi cha miaka mitano ijayo nitakapochaguliwa kuwa Rais wa Zanzibar na Mwenyekiti wa Baraza la Mapinduzi, nikiwa naongoza Serikali ya Umoja wa Kitaifa, mambo ambayo yatakuwa ndiyo pia msingi wa Ilani ya Uchaguzi ya CUF kwa upande wa Zanzibar. Mambo hayo kumi (10) ni haya yafuatayo:

1. Kuyaendeleza Maridhiano ya Kisiasa tuliyoyaasisi mimi na Rais Amani Karume yakiwa ndiyo njia sahihi ya kujenga umoja wa kweli miongoni mwa Wazanzibari na kuendeleza amani na utulivu uliopo kwa kufuata misingi ya ukweli na mapatano. Katika hili, nitatekeleza matakwa ya Katiba ya Zanzibar kama ilivyorekebishwa hivi karibuni kwa kuunda Serikali ya Umoja wa Kitaifa Zanzibar.

2. Kuuimarisha Muungano wetu kwa kushirikiana na Serikali ya Jamhuri ya Muungano kwa kuendeleza mazungumzo yenye nia ya kweli ya kuyapatia ufumbuzi wa dhati matatizo yanayoukabili chini ya misingi ya haki, usawa na kuheshimiana baina ya pande mbili zinazounda Muungano huu.

3. Kujenga uchumi imara kwa kuzingatia mfumo wa soko huria unaotoa fursa ya ushiriki kwa wananchi wote na ambao unaratibiwa vyema na Serikali ili kuhakikisha kuwa wananchi wetu wote wanafaidika na fursa hizo na kunyanyua hali zao za maisha katika hali ya neema na tija kwa wote. Sekta za Kilimo, Uvuvi, Utalii, Biashara na Viwanda zitapewa kipaumbele katika ujenzi wa uchumi wa kisasa wa Zanzibar Mpya.

4. Kuimarisha nidhamu ya utendaji kazi Serikalini na ubora wa huduma zinazotolewa na utumishi wa umma kwa kusimamia ipasavyo kanuni za kazi, kuwapatia mafunzo ya kazi kadiri inavyowezekana na kuwaongezea mishahara wafanyakazi wetu ili wafanye kazi zao kwa ufanisi na kuwa mfano kwa umma.

5. Kwa kufuata mfumo wa uchumi wa soko huria, kuirudisha Zanzibar katika hadhi yake ya kituo kikuu cha biashara na huduma katika eneo lote la Afrika Mashariki kwa kutekeleza sera zitakazoweka mazingira mazuri na yanayovutia ya kufanyia biashara na kuleta uwekezaji mkubwa Zanzibar ikiwa ni pamoja na kuimarisha bandari zetu na viwanja vya ndege vitakavyoweza kutuunganisha na nchi za nje na nchi jirani.

6. Kukiendeleza kilimo na kukirejeshea hadhi yake kama moja ya njia kuu za uchumi inayotegemewa na wananchi wetu walio wengi hasa wa vijijini. Mbali na mazao ya asili yaliyozoeleka, mkazo utawekwa katika kilimo cha viungo, mboga mboga na matunda ili tuendelee kutumia vyema soko linaloweza kupatikana kutokana na jina maarufu la Zanzibar kama visiwa vya viungo.

7. Kuimarisha miundo mbinu na sekta zinazohudumia za uchumi ikiwemo upatikanaji wa uhakika wa nishati ya umeme kwa kuongezea nguvu uzalishaji wa umeme wa dharura hapa hapa Zanzibar, kupatikana kwa huduma ya maji safi na salama, na ujenzi wa nyumba za kisasa na za gharama nafuu kwa watu wetu wote wa mijini na mashamba, na kupatikana kwa huduma za uhakika za usafiri wa nchi kavu, baharini na angani. Kipaumbele kitakuwa ni kuanzisha kwa Shirika la Ndege la Taifa la Zanzibar (Zanzibar Airways) ili kuiunganisha nchi yetu na maeneo muhimu ya kiuchumi na kibiashara duniani.

8. Kuweka msukumo maalum katika kuinua viwango vya elimu katika skuli zetu za msingi, sekondari hadi vyuo vikuu ili Zanzibar iwe ndiyo kituo kikuu cha elimu na mafunzo stadi katika eneo lote la Afrika Mashariki. Mkazo utawekwa katika kusomesha walimu kwa viwango vya kimataifa, kuwapatia maslahi bora ili kuirejeshea hadhi fani na kazi ya ualimu, kuboresha mazingira ya skuli zetu na taasisi za elimu ya juu kwa kuzipatia huduma zote muhimu zinazohitajika kwa ukuzaji wa elimu, kujenga na kuimarisha maabara za kisasa, kutilia mkazo teknolojia ya habari na mawasiliano (TEKNOHAMA), na kupunguza ukubwa wa madarasa na idadi ya wanafunzi ili walimu waweze kufanya kazi zao kwa ufanisi na kuipitia upya mitaala yetu ili iendane na mahitaji ya Zanzibar ya leo kulingana na sera za uchumi tutakazozifuata.

9. Kuinua na kuimarisha huduma za afya katika hospitali, zahanati na vituo vya afya kwa kuweka vifaa vya kisasa vya matibabu, kuvipatia madawa yote muhimu, kusomesha na kuajiri madaktari na wauguzi wapya, kuboresha maslahi ya madaktari na wauguzi, kuwawekea mazingira bora ya kufanyia kazi na kuhakikisha usafi katika sehemu hizo.

10. Kurejesha maadili mema ya Wazanzibari kwa kuhuisha mila, silka na utamaduni wetu na kuwarejeshea Wazanzibari hadhi na fahari yao iliyotokana na mila, silka na utamaduni huo. Katika kurejesha maadili hayo, Serikali nitakayoiongoza itapambana vikali na uingizaji na utumiaji wa madawa ya kulevya ambao umekuwa ukiongezeka kwa kasi visiwani Zanzibar kwa kuhakikisha kuwa sheria zinatekelezwa na kusimamiwa ipasavyo ili kudhibiti uingizaji na pia kuanzisha na kuviendeleza vituo vya kuwasaidia waathirika wa madawa hayo ya kulevya ili waache utumiaji huo.

Haya niliyoyaeleza hapa siyo mambo pekee yatakayotekelezwa na Serikali ya Umoja wa Kitaifa nitakayoiongoza. Haya ni mambo nitakayoyapa umuhimu wa kipekee lakini yatajenga msingi wa kuyaendeleza mambo mengine katika sekta na nyanja zote za maisha. Haya na mengine yataelezwa na kufafanuliwa kwa upana zaidi katika Ilani ya Uchaguzi ya Chama chetu tutakayoizindua wakati wa kampeni ukifika.

Zanzibar in constitutional amendment meet on Monday

AN extra-ordinary session of the Zanzibar House of Representatives starts here on Monday to amend the constitution that will pave way for the formation of Government of National Unity (GNU) after the October general elections.

The House Clerk, Mr Ibrahim Mzee said here over the weekend that Reps would discuss and approve a new clause in the constitution that stipulates; “Zanzibar is one of the two countries that form the United Republic of Tanzania.

He added that Section 1 and 2 of the Zanzibar Constitution, which has been identifying Zanzibar as “part of the United Republic of Tanzania,” will be deleted.

The GNU also aims to increase the number of women special seats from the current 30 per cent to 40 per cent.

In the proposed constitutional amendment, there is also a new clause that empowers Zanzibar President to divide Zanzibar into new regions, districts or any administrative areas, according to guidelines set by the House of Representatives. Currently, only the Union President is vested with powers to divide any part of the Island in consultation with the Zanzibar President.

It is also proposed that the position of “Chief Minister be deleted in section 33 of the Zanzibar Constitution and replaced by Second Vice- President who will be a leader of the government business in the House of Representatives and take over as a President in case the sitting President fails to continue with duties due to any reason including death.”

The President, who will come from the winning party, will have to appoint two Vice- Presidents within seven days after taking oath of office. While the First Vice- President will not be required to be an elected member of the House, the second Vice- President must be an elected member of the House of Representatives from the wining party. After 14 days in office, the President will be supposed to form a cabinet based on proportional representation in consultation with both Vice- Presidents (VPs).

Under the new arrangement, the President remains with absolute powers in decision making in the government including appointment of Principal Secretaries “and both vice-presidents will be answerable to the President.”

The GNU follows a long process that was made possible through a referendum held on July 31, this year, following political reconciliation which was initiated last November by President Amani Abeid Karume and the Civic United Front (CUF) Secretary General, Mr Seif Sharif Hamad, in efforts to bury political conflicts which emerges in every general election. The referendum was approved on 66.4 per cent mark in favour of GNU.
